CLUB PERMIT SCHEME (CPS) RENEWAL
- The owner of a vehicle registered under the CPS will receive a Club Permit Renewal (revised edition 31/1/15) from VicRoads 5 to 6 weeks before renewal is due. The owner must complete the Renewal form and provide to a CCCV CPS Secretary (see below for names and contact details of available CPS Secretaries) for sign off.
- Once the CPS Secretary has confirmed that the vehicle owner is a financial member of CCCV they will sign and return the Renewal form to the owner. Once the owner has the signed Renewal it is their responsibility to then lodge it with VicRoads, and pay the applicable fee, either on line (a VicRoads account is required to lodge on line), or in person at a VicRoads Customer Service Centre.
- The vehicle owner should keep track of their next renewal due date and contact VicRoads if they have not received a Club Permit Renewal by the due date. VicRoads will not accept renewals received later than 90 days after expiry of the previous Club Permit. If a renewal is not completed within this time limit, then a new CPS application will need to be processed for the vehicle.

CLUB PERMIT SCHEME (CPS) NEW APPLICATION
- The owner of the vehicle to be registered under the Club Permit Scheme must complete and provide to a CPS Secretary a Club Permit application form (a copy of this form can be accessed for download and/or print out by clicking here) together with a completed Vehicle eligibility and standards declaration for Club Permit scheme vehicle form (a copy of this form can be accessed for download and/or print out by clicking here), a Certificate of Roadworthiness and Proof of Ownership (see paragraph 4. following for proof of ownership requirements).
- If the vehicle has modifications beyond those normally allowed under VSI 33 (Guidelines for Modifications to Vehicles operated under Victoria’s CPS) (revised), VSI 8 (Guide to Modifications for Motor Vehicles) and Schedule 2 – Road Safety (Vehicles) Regulations 2009 (vehicle standards as at manufacture date), then the vehicle owner must also provide to the CPS Secretary a Vehicle Assessment Signatory Scheme (VASS) approval certificate. - Vehicles manufactured after December 1968 with no previous Australian registration history and/or no Australian compliance plate must have a VASS approval certificate, regardless of modifications.
- As proof of ownership the vehicle owner must provide dated digital images to the CPS Secretary. These must cover, as a minimum, the front of the vehicle, driver’s side, rear, driving position (side on with driver’s door open) and any identifiers such as the VIN plate, a chassis number and an engine number
- On completion of registration process, the vehicle owner must advise CPS Secretary the vehicle’s registration number and expiry date for entry into the Club’s CPS Register; this is required by VicRoads.
- The vehicle owner should ensure that during the permit issuing procedure at VicRoads the correct CCCV authorising signatures are used and that the permit is assigned to the correct club, i.e. to CCCV.

For vehicles manufactured on, or before, the 31st December 1948
For vehicles manufacture on, or before, the 31st December 1948, a certificate of roadworthiness is optional and, as an alternative, CCCV may conduct its own safety inspection (which will be in compliance with VicRoads’ guidelines).

Following is a list of available CCCV CPS Secretaries. A vehicle owner requiring to process a CPS renewal, or new application, may select from any of these Secretaries, however, for both parties’ convenience, it is recommended that a Secretary located in the closest location to the owner is chosen.

Important Note to use of CPS Secretaries
When a vehicle owner has selected a Secretary for their CPS renewal, or new application, to ensure that the selected Secretary is available to process the required paperwork expeditiously, the owner should contact the Secretary by ‘phone (and leave voice mail if no answer), or text, in the first instance. If within 48 hours of the first attempt no contact has been made with the Secretary, then it should be assumed that that Secretary is not available and an alternative tried. As well as establishing the availability of a Secretary, ‘phone contact will allow the owner and Secretary to agree the most mutually convenient way for the paperwork to be physically processed. Owners should not mail CPS paperwork either to a Secretaries private address, or to the Club’s post office box, unless this has first been agreed between the owner and the Secretary.
